I think one of the civ's had/has this feature. If I remember, it was in one of those large round docks. That would be the cart Cothon. I think it's ok, although I can't remember ever using it. Maybe allow it for all civs and give the Cothon an additional bonus. AFAIK it was always the case that repairs were made while the vessel was sailing.
