Once again the problem comes from the hardening flags used by Ubuntu, which is one of the only distribution that doesn't provide A24. You can see that 0 A.D. is available on quite a lot of distributions of Linux and BSD https://repology.org/project/0ad/badges Source?

You can ask your ISP to change it if you have a fixed one, some routers have mechanisms for that too. You could try shutting it down and restarting and see if that changes it. Else VPN yeah. You can also probably play WAN using Hamachi and the direct conntect feature.
