This was the first time I encountered a game that exists on enthusiasm and interest in ancient history.
You could eventually polish the appearance, make a less beautiful loading of modifications, the choice of game mode, from sandbox to strategy. A kind of all-in-one. For those interested in history.

Introducing a new way to get more visibilty for your mods, you can now get featured on Trac.
The idea is that modders- if interested- add their own mod to the page on Trac and we get a nice list together.

also, I personally just enabled feedback a few months ago after playing for years now and none of the people I know that play the game have it enabled, so I guess you can multiply the number easily by 10x or even more. Especially since the game has a major Linux audience who is generally even more conscious about their personal data and security stuff.
I believe reporting and having mods deal with it is the better way to handle that.
When talking about writing code, I'd rather prefer reporting functionality directly integrated into 0ad to make it easier to report offenses with all contextual information already attached in a standardized way.
Maybe offtopic, but crossbows were much easier to learn than bows and arrows, so it wouldn't be interesting to make a little differentiation in citizen crossbows like requires -50% xp to promotion ?
A good game has simple rules which are reasonably easy to discover, this proposal has the taste of high complexity and a read the code feature. At least the implementation is the easy part here.
We want some level of snowballing but not much, the current promotions are probably already boarder line. So I agree with @alre that this needs a lot of consideration. Most like this proposal will be OP or useless, close to impossible to find a sweet spot.
Further this proposal builds on very shaky foundations. A prerequisite for this proposal is to fix the imbalance of for ex. ranged cav vs melee inf wrt. promotions.
