I have seen this video. Ge was in use before the advent of chariots, though. During the Shang Dynasty, soldiers would hold a leather-covered shield in their left hand and use Ge in their right hand. -

I think the fort and the civic center are the same level of buildings, both should be able to build in neutral areas and provide land influence, the fort itself should be able to store resources, no need for warehouses. The Egyptian chariot is a good example. My advice on how to balance a riding shooter is: 1. Make them fire slower than walking archers. 2. The range is closer. 3. The hit rate is lower. These three points exist in reality, so nomads often dismount their horses to shoot arrows and defeat the enemy's cavalry archers in this way, such as Seyanto did when he defeated the Turks. -
