Gitea: Creating Issues: Selecting Theme and Priority labels does not work

Whenever I want to create a Defect- or Enhancement-Issue on Gitea, I'm told the following:

Please select a Theme label that corresponds best to your issue. You can also adjust the Priority label.

That is counterfactual: I am not able to change any of the values in the right sidebar (see attached screenshot).

I don't feel the need to get this power, but it confuses my from time to time. Is it the aim, that bug reporter shall change the values themselves (like back in the old days on trac) or is this an artifact, that should be removed, if time permits?

Disclaimer: I didn't file a bug in 0ad/0ad because it doesn't refer to the game itself nor the forums and the website. I did not file one at Giteas own bug tracker, because I don't know the specifications of this instance.

Requires edit bug rights, just registering an account isn't enough or in other words works as expected.
