    Delenda Est have interesting counter system, if is possibly adapt each template to work with that system, yes. The other mod, is borg- mod but still missing things...

    @borg- is made some changes and developer team (we haven't a guy working innthis since a while). Others fail to propose changes, here an example.

    They're useful because unlike delenda est mod, if you get rid of all your soldiers and military buildings, there's no way to fight or train troops.

    The scenario you describe in very complex. It should be optional by the mapmaker. If you entered to play a campaign and misspent the resources, there should be a consequence.
