Perhaps the promontory could train some allied units from Túathal's army like Romanized Britons, Gallo Romans, Britons

Depending on the timeline that was chosen for the mod you could have Irish pirates (Scotti, Attacotti) but they only appear in fourth century.

I think it's better to use wooden shield boss (there is basically no finds of metal boss from Ireland).

Advanced and elite skins could have tunics; i dont think leather strap is accurate.

Have you managed to get siege ladders working? (i cant test the mod right now since im on alpha 28)

I think they could be available for all civs.

Not in a satisfactory way yet, and I personally don't support everyone having them—not as a siege unit; they serve more as a substitute for the lack of better siege equipment.

Perhaps with incendiary units.

Someone throwing torches or immolating themselves with amphorae of oil
