I pulled the sources from GitHub, compiled it and run a map. For testing i sent my units to the enemy territory and wanted to capture a warehouse. I could not get the capture symbol when hovering over the building, only the attack symbol.
Is this normal behavior or not?

As of now it unfortunately is. Feels like they dumbed down the dumb units even further.

It's funny that the tide went from Capture should be optional to Capture should be the default when it eventually changed X)

I don't remember any such discussion. Anyway, even if I don't want to keep the building, seems to me that with my usual army composition capturing is quicker than chiseling away at it.

there was never a tide change. just bad balancing.

if competitive players complain about a feature, making that feature optional doesn't change a thing for such competitive players (they'll just work around the change trough shortcuts or whatever), but it does disrupt the game experience for newbes and give them a bad impression of what the game is like when you learn how to optimize your performance.
