why 0.A.D doesnt add legionnaire imperial in random map it only in scenario ???

Because Rome in 0AD Empires Ascendants ( the first part of the game) is based in middle republic ( around Punic wars) before Marian reform. You can see it in the Document design

Officially, The marian reforms were still republican rome, But they did pave the way for imperial rome, so it makes no sense to not have it in the game.

Im not arguing about republican roman history , I'm about talking about game design. You saw the document desing? Say specific Romans republicans between (218-201) the marian reform was a century after that, in late republic. No I'm not oppose to this feature, can be nice but what is the bonus to the gameplay include them? How can works? Remember the Marian reform includes all roman units not only swordsman class.

pD: the roman faction is my favorite in whole game ( even counting the mods)

The popular idea of "Republican" Rome vs. "Imperial" Rome is wrong. Rome was empire long before the rise of the Caesars. Also, "republic" is form of government, while "empire" is the form of state (though the distinct is not 100% clearly defined). Two different things. So rough what happen was this:

Government
Monarchy -> Republic -> Principate -> Dominate

State
City-State -> Local Power (Latin League) -> Hegemony -> Empire (all of this happened over the course of the Republic, before rise of Caesar)

For the sake of video game, using the Republic / Empire distinction could still be okay, because it is popular misconception. Though, going for more accuracy might make it more interesting.

Rome (Republican) - Part 1 Rome, based on Punic Wars era

Rome (Principate) - Era of "5 Good Emperors" when the empire was at height. The emperors maintained the fiction of republic and "first citizen."
Rome (Dominate) - Here you see the 'Late' or 'Eastern' influential era, Constantine to Justinian. The "first citizen" ideal is now completely abandon for a Eastern autocracy.
