I believe that was an artistic choice. It's very common for second floors to be smaller than the first floor in video games. @LordGood @Enrique

Yeah, but if at some point people decide visible garrison slots for outposts, gates, and towers are desireable for the default game, then it would be nice to be able to see their heads.

This looks like a good height, after all, you are looking at it from an upward angle. If it is a horizontal perspective, the roof only needs to be slightly higher than the height of the person. In fact, many of these roofs are less than 2.2 meters.
