As I am NOT a developer or a 3D model designer, forgive me if this post does not help that much. Anyway, here we go with some suggestions that may help developers and artist inside 0ad project.

OSM2World (osm2world.org) is a converter that creates a three-dimensional model of the world based on OpenStreetMap data. The model can be exported to different formats. Take a look at the last developments: - https://www.openstreetmap.org/user/Zabot/diary/

Another try is Make Human, the free and open source software to create realistic 3d humans

Random question but where did you find Caesaria the game? I thought it was a abandoned Total War thing.

Just happens I'm a moderator on their forums and the base human meshes that Enrique has created are quite good lower poly than the base makehuman mesh but better for the game engine.
