I agree to Thorfinn, besides that, many of the things you mentioned are possible to implement with some simple modding; you should check it out.

I'd recommend you Gimp; it's free and relatively powerful. You find dozens of tutorials regarding that matter on YouTube, however, it may be better to use the Atlas as it delivers you an excellent image.
