Platforms are actors placed beneath structure actors to help the structure blend into the terrain grid better (for example, on sloped terrain) and remove the "floating" effect for many structures in-game, especially large ones like wonders. We're talking about geometrically simple shapes, usually cubes. The problem with simply adding additional geometry to the existing building mesh is that the civ structure textures often don't have a good texture for it.
