cannot connect to friends game, he is right across from me

From the title I get the impression that you are both on the same local network, is that the case? If so you need to connect via IP to the local IP address rather than the external IP address. Because if you're both behind the same router you both appear to have the same IP address from the outside, and so you can't use the external one, nor the lobby.

Yes that is the case, what if we connected to two different wifi's? our college has 2 different ones.

but how would we do the IP thing?

Also ask your friends if they can use the WiFi to play in most cases (If not all) they are built to prevent users from playing. If this is the case I'd suggest you either buy an ethernet cable, use a phone as a router, or create an adhoc network.

College networks love to block games and other things.

At my university I cannot connect to other LAN computers...

Using an ethernet cable or making a ad-hoc network will work.
