It is a very expensive building. Only a very small tract will be added? A fortress ads just as much grounds, while it's cheaper, smaller (except for Carthage) and more functional.We indeed plan to have wonders as a victory condition. In the future, they'll be "game winners" in games that have that victory condition enabled.
