Historically, each minister would be in charge of a different part of ruling the empire, so each could have different statistics, similar to heroes, but not any specific person from history. Interface elements are the building blocks users interact with, and subtle design details (spacing, affordance, hover states) make a huge difference. That said, the prototyping article’s treatment of moving from wireframe to interactive prototype implicitly gives insight into how UI elements evolve in fidelity.
