    THOOOOOUGH, I think with the Spies tech, this potential problem has lessened somewhat. Perhaps it can be revisited.

    Afaik you can allow hero garrison in gamesetup by setting a checkbox in gamesetup.

    Wrt spies: Do we already allow spying heroes?

My AI Seleucid ally had a similar issue, with a tower stuck almost halfway done, perhaps cause I assisted with it's construction (but I'm not sure if it stuck at the point I started assisting).     So a clean long smooth alpha transition towards the inside of the territory. (This imho looks nicer and also has the advantage, that the player can easily distinguish inside and outside of the territory)

    (The art files are binaries/data/mods/public/art/textures/misc/territory_border.png and binaries/data/mods/public/art/textures/misc/territory_border_mask.png. The size can be changed in binaries/data/mods/public/simulation/data/territorymanager.xml.)

    Shouldn't there also be some player color?

    And for the remaining color: that could be the different ranks.
