I propose to give the ships the opportunity to hide in the docks.

While playing on Egypt (3v3), I noticed that the fishing boats/merchants/warships had a garrison icon, but no building was able to accommodate them. I propose to give for the small ships opportunity to hide in the docks.

In the City phase Carthagians can build a special dock in which ships can hide.
