Cannot capture buildings

How do you capture buildings? It seems characters only destroy them, or attempt to capture them, but no matter how many characters are attempting the capture nothing happens. Perhaps it is a bug with the game?

Buildings have a "loyalty" bar in order to capture a building you need to fill that bar with your color. Your enemy can reduce the capture rate by adding units inside the buildings. You can increase by damaging the building before trying to capture it.
