Low FPS and CPU usage but high potential hardware

Hey ancient gamers an developers!

I have a powerful CPU, RAM and GC but get only low FPS though I put the task priority of pyrogenesis and 0ad on High. Even more surprising is the CPU usage of just ~8% while FPS is at (out zoomed screen) ~8 - 23.

I wanna know why this is happening. So why do I have only low FPS and CPU% while the computer could easily handle more?? I did this "stress test" with an saved game in a big map. I will try uploading it so You could try and tell if You experience the same issue. In Settings the FPS throttling is disabled of course.

The game is not well threaded yet. So the game uses mostly only one thread. This why the CPU bottlenecks the game.
