  1. First of all, you generally don't need bigger textures, because you view the units from such an high altitude (and therefore the detailed textures at 512x512 will be just as good as the ones in 128x128). And then there is the speed issue, because moving data from the gfx to system RAM is quite slow, and therefore you want to have most of it in the gfx RAM when it needs it.
