Since I happen to work for the Welfare department in the State of California, I'll not reply on the legalities of it. However, I will address the remark about (not a direct quote since I don't feel like scrolling back to the post) "If they'd wanted welfare, it would have been in the constitution"....
If that was the case, we'd have NO ammendments. The fact that ammendments were provided for shows that the founding fathers knew that the document they wrote would need to be changed over time. I could quote SEVERAL laws on the subject, but I'd rather leave it at that.

Okay, now to the question at hand: Are you talking about any POP3 server in general, or a certain POP3 server application.
"EasyPHP".. Are you trying to enable email on a website?
Yes, I have the server running for website, but can't figure out how to get mail running. SMTP or pop3 would work. I tried a few programs, but can't seem to get them configured properly Any ideas on free programs that are easy to set up?
