Mythos_Ruler Posted September 21, 2005 Report Share Posted September 21, 2005 The problem is balancing 10+ unique civs. We went with a low civilization count in order to make each civ as unique as possible. Caesar Posted September 22, 2005 Report Share Posted September 22, 2005 (edited) I suppose one must consider whether it is better to have more civs, but some sharing building sets and maybe even units, or to have a low number of civs with each being unique.
