I would like to go to Gondor, specifically Ithilien and Dol Amroth.

My personal favorite would be the Axe of Tuor even if little is known about it . (Although the Axe of Hurin is tempting too.)

The way they did it in Empire Earth was simply a matter of elevation. You could put just about any tiles down, lower the elevation and it's underwater. I agree that it's not the best way to do it at all.

I kind of like the way they did it in Cossacks. You have to garrison workers in a mine for it to work at all. The more workers you have, the faster you get resources. They did have a maximum garrison limit, however, that could be increased by researching technology.

The Guards of the gate were robed in black, and their helms were of strange shape, high-crowned, with long cheek guards close-fitting to the face, and above the cheek guards were set the white wings of sea-birds; but the helms gleamed with a flame of silver, for they were indeed wrought of mithril, heirlooms from the glory of old days. Upon the black surcoat were embroidered in white a tree blossoming like snow beneath a silver crown and many-pointed stars. This was the livery of the heirs of Elendil, and none wore it now in all Gondor, save the Guards of the Citadel before the Court of the Fountain where the White Tree once had grown.
I always thought they were referring to the stars and crown as being exclusive to the Citadel Guard, not the tree.

This sounds awesome! One quick question though. If you have villagers chopping down trees for wood, will the forest slowy regrow? Or will it be like AOK?
(BTW: I like the idea of the underground layer, might have to play dwarves after all )

For the Noldor of any era, you could use Voronwe and Galdor.
For the Hobbits, you could use Fredegar, Hamfast, Largo, Fastolph, Togo, and Falco
For Female Hobbits, you could use Tanta, Lily, Camellia, Chica, Linda, Laura, Poppy, Hanna.....
For Dwarves of any era, you could use Borin, Farin, Groin, Frerin, and Fror
For Female Dwarves, Dis (with an accent over the i)
(as for authenticity, all of these except Voronwe and Galdor are in the family trees in the back of ROTK, Galdor is from the Council of Elrond and I'm sure Adam knows where Voronwe is from )

I voted men, I guess it's because they seem to be more down-to-earth than elves. (And dwarves don't ride horses )

I prefer the Druedain, what's not to like about hunters that are practically invisible and can track anything? (Not to mention, they were friendly to the Edain.)

I think the unnamed part is fine. They aren't naming each balrog either so I don't think it should be a problem. However, I do think the Witch King should be more powerful.
If any were killed, would the FoS player be able to train more? Or would it be a strict you can build 9 and only 9?

I'd have to say Numenor also. (Though it's primarily the Faithful that I like.)

I voted for the Edain because my three favorite characters are Tuor, Beren, and Turin. My second choice is the Noldor.

I voted number 1 also. As far as archers being useless once close combat starts, that's pretty realistic. After the enemy closed to hand-to-hand combat, the archers usually: 1) targeted the rear of the enemy formation; 2) moved to another spot on the battle field; or 3) piled in to help the infantry (normally only as a last resort). As far as Tolkien not mentioning instances of FF, he did say that Orcs were bad shots.
