Yes that is the case, what if we connected to two different wifi's? our college has 2 different ones. but how would we do the IP thing?

So My friend and I really want to play but we cannot connect to each others servers, but can connect to some other ones. Whats wrong here? we keep getting timed out or disconnected. can somebody help pleaseeeeee
