Also, I do think is kinda both, because it seems that the bear cannot find its way out and it tries to attack the people which are building it which are blocking him inside. 2022-01-30_0002.zip

AI placed a building over a bear. This caused the building to not being built at all, I guess due to a constraint violation. I discovered the bug only at the end of the game, that area was not discovered when I saw it.
