[Gaia sending tribute of Resource to Player in TG]

Seems like a bug, I was spectating a game and suddenly Gaia sent tribute of 300 food, 300 wood, 300 stone and 300 metal to one of the player. And after some time Gaia resigned. Seemed like unexpected behavior and maybe a potential loophole. Uploading command.txt file from the replay to help investigating, specifically line:
