Seleucs are really far to be in the "league". This for multiple reasons:

  1. Seleucs have 150 wood houses, and that slows you a bit in the early game, and also makes you weaker to rush (you use wood to build houses and not men without slowing down your eco a lot)
  2. Seleucs have only skirmishers as ranged infantry unit
  3. Seleucs have worse heroes
  4. Seleucs have P1 buildings costs
  5. The cost of the skirmishers is different (ptolemies allows you to make less fields)

The best civilization in 0ad is the Athenians. They have complete types of units and has more structures that are quite pretty enough :mellow:.

Kidding aside there are Civs that are really good and because the map is almost balance some Civs have very good advantage in the beginning that they can quickly max pop with formidable army and economy, that is if you play 1v1 in MP with very fast click and mind. And this is the problem of having an RTS with less strategic depth on game mechanics. But 1v1 is not fun at all (except if you toy around) and when it comes to team games especially 4v4 MP most Civs have almost equal weight bonus to others depending on the map and location of relevant garherable resources and the expectation of the outcome (long game) of the team game wrt team balance. 

I’m not sure but I think RoN generates a random map quite fairly well that negates any Civ bonus on a standard game. The wood and rares(relic)/ruins (treasure) as well are generated rarely to favor a Civ to make them OP.

  1. Every building gives a population limit boost (very useful in P1)
  2. Buildings are really fast to build 
  3. Houses cost 75 wood 
  4. They can train slingers and they don't need stone for other building that is not fort: this allows you to have more stone during the game (mace and ptolemies for example have stone cost for barracks)
  5. They have a boost 
  6. Better gather rate for food
  7. Good heroes
  8. Rams, that are better than catapults for a 1v1 game
  9. Most buildings cost wood

Slingers are a very good unit, but celts are not op only because they have slingers

Well it obvious that Slingers are on if the best units but you will have to maintain 1:3 ( 1 meele : 3 ranged ) ratio for better combat strength and better food gathering rate and costing only wood not stone are the main reasons for Celts to be told as the best Civ as they are the best(and Ptolemies)  for booming and finishing 1v1 eaisly.
