will we be able to mod flying units into this game?

examples:

a flying unit that dive bombs or picks up ground units and drops them.

a flying unit that drops rocks or spits fire from the air

a flying unit that can land in a tree or on a building cliff ground etc. to shoot arrows or use melee attack to units that get close enough.

and a flying unit that lands to garrison soldiers too shoot arrows like a helepolis

This could all be done, although you might have to dig into the engine code a bit, all this could be accomplished without too much effort. In particular the last item on your list is possible right now, and the second one is probably possible right now.

The game does currently support flying units in a rather rudimentary (helicopters were pretty rare in 0 A.D.'s timeframe :D) but functional manner. See the test PF-51 Mustang unit in the Atlas editor for an example.

Dragons, monsters etc, could be good, maybe computer controlled but under certain conditions player controlled that way if you own dragons it gives you an advantage but there has to be a price to pay like you need to have lots of gold to pay for dragons loyalty.,

helicopter-style flight could actually be relatively easy to do. basically, since the unit isn't constantly in motion like an airplane would be (using Empire Earth as an example), it could work basically by making it so that the unit is technically on the ground, but the unit's model is raised up above the ground (say, ten meters or so) and can only be attacked by ranged units as well as being ranged themselves, so they can attack ground units. they would also be able to navigate anny terrain. the latter could also actually work for low-flying units, which are close enough to the ground that they can be attacked by melee units, but also so that they can fly over impassable terrain like clifffaces and deep water
