"tower defense" could definitely work in-game, but it would require some differences from legit tower defense games. i'm gonna use AOM as an example since i'm more familiar with that

you must defend a Fortress near the center of the map (so that you automatically have a defense against encroaching soldiers) and cliffs inaccessible to the enemy that a number of your Villagers are located on where you can build towers, though your Fortress is inaccessible to your units and you can't train anything (except maybe under certain circumstances). you'd only be able to repair the Fortress by buying a means to do so (in AOM, it would be the Restoration god power). you can't gather resources, so you have to rely on getting them by killing enemy units. you could use your resources earned to build new towers, buy upgrades, or to repair damage to the towers. it would all be vulnerable melee infantrymen at first, but over time ranged infantry and eventually siege would appear as well.

for simplicity, it should probably be that there is a limited number of rounds (let's say 25), over which more numerous and powerful units come at you. obviously, in AOM, this would include myth units, but for 0 AD it would be siege and other exceptionally big units, like war elephants

How about an island with 5-6 players with ONE settler runing away from one player (the canibal) with a barrack in the middle of the map producing units. (canibal escape in AoE3)

They would have unlimited wood for palisade , stone for towers, and can build mills to gather food.

With the food they can buy more settlers (slowly).

They win if the canibal can't exterminate them after a timelimit.

celtic towers don't fire arrows? then what's the point of even building towers as the celts?

It's not as if you have much of a choice if you look at it that way as they are part of the walls :P (And yeah, as Thorfinn said, they can build defense towers, it's just that the automatically built wall towers don't shoot arrows. As with a lot of things this might change once we get closer to a finished game and are able to more thoroughly test and balance the game, if we find that this puts the Celts at too great a disadvantage we might give them the ability to fire arrows.)

aah, is it more like garrisoning soldiers inside and then they can fire "arrows"?

To make it clear :

Defensive walls or "enceintes" are made of towers linked to each other by curtain walls. You can also build defense towers, which are meant to stand alone, not to be part of a defensive wall. With the exception of celtic civilisations, wall towers can shoot arrows and host garrisoned units, exactly like defense towers. In celtic civilisations, wall towers are simple, passive parts of defensive walls.

No. The towers which can fire arrows can fire arrows at all times (I think Michael has been hoping to give the outpost a small attack only when you have units garrisoned in it, but at the moment buildings which can fire arrows can always fire arrows), however, they fire more arrows when you garrison units in them :) (Though some units are excluded, I think it is female citizens and healers, but it might be a few more.)
