Roman outpost bugs with new update

Hey folks! The newest update changed the system of conquering buildings, so they do not have to be destroyed. Anyway, buildings in non-controlled territory will sooner or later belong to Gaia. The roman outpost (forgot the latin name) works the same here, though it becomes quite useless if it can't be built on neutral/ enemy terrain. Could you fix this, probably coding an exception for this thing?
