    Do the Military Colonies allow as much expansion of territory as a new civic?

    I tried playing a few games and must have randomly been the Ptolemies and Seleucids. Seems odd chances that I'd play as only them out of about 5 games lol.

    It's been a few years since I last played and decided to try the game out again. I've been playing a few games against the AI bot and in each game I've been unable to build any more civic centres. I've tried on different maps, levels of difficulty (against the AI), and different Civs. Is there something I'm missing such as a particular upgrade that allows me to build another civic centre?
